You can't just compare SB and IGC.
Proof:
Chevelle SS 1500 Boost or $40,000 cash.
Ford Escort 2100 Boost or $400,000 cash.
I know Boost cars come with Street tuned parts,
And that comparison comes from the price of the card packs (150 SB or 50,000IGC)

2.5M doesn't seem steep when I already have 1.6M. My problem is, getting a car slot. Can't buy a slot now, because I have 5960 boost, and I need approximately 5500 to get GT-R SpecV, leaving me with 460. I'll have to sell one of my cars
Anyway, I'm really happy that this car is IGC, since I wanted to get it for a long time. And it gives me something to look forward to on Level 50, instead of boredom.
That's what I was thinking. I remember selling all my cars just to get the m3. I was glad I did but I miss the body kits you can't get anymore. I think level 40 would be good to unlock this since the m3 was unlocked at that level. I do agree though, they wanted IGC car now they got one.

If you're going to buy this car, you probably don't have boost. Thus, you likely haven't bought a buttload of car slots, thus buying up a nice collection of in-game cash cars - so if you reach level 50 with just a couple of cars, you should easily have $2.5M to grab the Murcielago.

add-on: at least the SB car's selling price should give a IGC price estimate for the prices of the other SB cars...(can someone remind me the formula?)
