You can try downloading the visual c++ redistributable directly from microsoft. Do a web search for the version shift is using (probably 2005 or 2008), then try downloading and installing that first, then try installing shift.

Did you get the error while trying to install the visual c++ redistibutable you downloaded from microsoft, or did that work and did you get the error while trying to install shift?

... failed during redistributable install ...
In this case, you should be able to get help on this from microsoft support. You didn't mention which version you tried to install, 2005 or 2008? Looking at the web page for 2005 version, it mentions you need Windows Installer 3.0 (which you probably already have).

Note that after installing .net framework 4.0 or after any update for .net framework 4.0 your system may end up running slowly the first few times you reboot it due to .net framework 4.0 updating stuff in the background. You can force it to update by opening up a dos console window, using the "cd" command to get to the .net framework 4.0 directory and running ngen.exe with parameter update. The full command without using cd's to get to the directory would be:

\windows\microsoft.net\framework\v4.0.30319\ngen.exe update

When running this command, you'll see a bunch of error messages, but it's not a problem and you can ignore those error messages. Also ngen doesn't report any status on the updates that don't cause errors.
